Multiple UDM menus on one page

I am trying to implement two UDM menus on one page - a horizontal primary menu just below the header and a vertical secondary menu on the left-hand side of the page. However, it seems that only one menu will work with sub-menus at a time. What is the best way to implement more than one UDM menu in a single page?

Here is an example page: http://webtest.eq.edu.au/eqi/programs/index2.html - the sub-menus on the left-hand menu are not appearing.
