Dreamweaver definately makes it easier for people who aren't familiar with doing css by hand. I know a lot of beginner and intermediate designers use a combination..
I know of a really great video tutorial site that combines teaching Dreamweaver AND css. It has over 11 hours of video. It has a certified Dreamweaver instructor who creates the videos. Another great benefit is that he has a help desk where you can ask him specific questions and he'll a lot of times turn the question into a formal lesson for you and everyone else who uses his site. He also holds weekly online classes that is included in the reasonable cost.
